success of a city could be measured on the basis of criteria eg people/women led governance and accessibility of each individual family of city to have minimum provision of water and sanitation as basic for survival which is a challange to many developing countries today. This is also basis for dignity most specifically for women to consider oneself a citizen in their own right. Then access to land right for women or poor families gives them basis to build their resources.
Absence of these for poor communities and women specifically obviously could be considered as failure of a city
